Hangzhou Xiaoshan Automobile Industry Association Holds Second Meeting of the Third Council.On the afternoon of December 23, the Hangzhou Xiaoshan Automobile Industry Association convened the second meeting of its third council. Attendees included Jin Haiguang, Deputy Director of the Xiaoshan District Bureau of Economy and Information Technology; Chen Kang, Director of Intelligent Manufacturing; all council members; and guests from China Merchants Bank. The meeting was chaired by Huang Weichao, Executive President of the association.

After reviewing the association's work reports, Jin Haiguang spoke highly of its achievements in 2023 and put forward requirements for its future work.
Following in-depth discussions with the entrepreneurs, Jin emphasized that in the face of globalization and industrial transformation, enterprises must:
Actively pursue global strategies to expand into international markets;
Accelerate transformation and upgrading to keep pace with the trends in new energy vehicles (NEVs) and intelligent connected vehicles (ICVs);
Strengthen industry-academia-research collaboration to drive technological innovation and talent development.
Jin affirmed that the District Bureau of Economy and Information Technology will fully support enterprises, serving as their "reliable backbone and close partner," while providing the association with necessary resources.

Li Pingyi, President of the Association and General Manager of Wanxiang Qianchao, emphasized that under the current international and domestic industry landscape, enterprises must:
Enhance their international and global capabilities to better address market challenges and opportunities;
Deepen understanding and implementation of the "dual-carbon" goals (peaking carbon emissions and achieving carbon neutrality) to drive green and sustainable industrial development.
He stated that the association remains committed to maintaining close communication with the government, relevant departments, and enterprises, working collectively to advance the progress and development of Xiaoshan's automotive industry.


Huang Weichao, Executive President of the Association and Chairman of Asia-Pacific Mechanical & Electrical Group, delivered the association's 2023 work report, summarizing key achievements:
Industry Engagement – Serving as a bridge for government-enterprise collaboration
Development Support – Facilitating training programs and exchange visits
Government Cooperation – Actively assisting in policy implementation
Organizational Strengthening – Enhancing internal governance and capacity-building
He also outlined plans for the association's 2024 initiatives. Huang emphasized that the association will "forge ahead with confidence and dedication, working closely with the government and enterprises to drive industry progress."


Chen Kai, Vice President & Secretary-General of the Association and General Manager of Zhejiang Xiaoshan Guling Auto Parts Co., Ltd., presented the association's 2023 financial report.


Ding Lili, Deputy Secretary-General of the Association, presented a report on the addition and adjustment of council members and member units.


Chen Kang, Director of Intelligent Manufacturing at the District Bureau of Economy and Information Technology, interpreted Xiaoshan District's high-quality development policies for the manufacturing sector. He emphasized that enterprises should "strengthen both internal capabilities and external competitiveness" by focusing on:
Process automation
Lean production practices
Digital transformation
Industry-academia-research collaborative innovation
Chen noted that high-quality development requires "walking on two legs"—cultivating "specialized, sophisticated, distinctive, and innovative" (专精特新) enterprises while advancing organizational manufacturing. He urged companies to "fully leverage and properly apply policy support."


Yao Yumeng, Manager of the Strategic Client Department at China Merchants Bank Headquarters, delivered a keynote presentation titled "Financial Empowerment for Automotive Industry Chain Development".


The attending leaders, council entrepreneurs, and guests engaged in lively discussions and exchanges on topics such as current trends in the automotive industry, global expansion, technological innovation, talent development, and the establishment of the Xiaoshan Intelligent Automotive Innovation Research Institute. The successful conclusion of this council meeting has charted the course for the association's work in the new year, injecting fresh momentum and vitality into the development of Xiaoshan's automotive industry. In 2024, the association will continue to work hand in hand with its member units, embracing the future challenges of the automotive sector with an open, innovative, and collaborative attitude, and together writing a new chapter for the automotive industry!
